Masturbating Cockatiel questions...?

My male cockatiel seems to masturbate every hour. The only way I stop him when I see him is to smack the cage wall in front of him. I have heard it is not good to let your bird masturbate because they can get aggressive or something. My other male doesn't masturbate, so I am also wondering about that.
